Terms of Service

These terms govern the public ModernAction platform, including bill pages, briefings, campaign pages, official lookup tools, AI-assisted drafting workflows, and related services.

Last updated: April 14, 2026

1. Acceptance and Scope

These Terms of Service govern your access to and use of ModernAction, including our website, bill and briefing pages, campaign pages, account tools, official lookup tools, AI-assisted drafting tools, contact forms, and related services. By using the service, you agree to these Terms. If you do not agree, do not use the service.

2. What ModernAction Does

ModernAction is a private civic technology platform. Depending on the page or workflow, we may let you:

  • Browse bills, votes, story briefings, and issue or campaign pages
  • View AI-assisted summaries, explanations, and message drafts
  • Look up elected officials and contact options
  • Save profile information for future civic actions
  • Queue, route, or deliver messages through supported outreach tools
  • Opt into bill or issue follow-up alerts

ModernAction is not a government agency, and use of the platform does not create a lawyer-client, campaign-consulting, or agency relationship.

3. Eligibility and Accounts

The service is intended for users age 13 or older. If you are under 18, you should use the service with the involvement of a parent or legal guardian. Some features require an account through our supported authentication providers. You are responsible for keeping your account information accurate and for protecting your sign-in credentials.

4. Your Submissions and Authorizations

You may submit profile details, saved contact information, selected reasons, custom reasons, personal stories, search inputs, support messages, and civic messages through the service. You represent that you have the right to provide that information and that it is not knowingly false, deceptive, or unauthorized.

You keep ownership of content you submit, but you give us a limited, non-exclusive license to host, store, process, format, and transmit it as needed to operate the service. If you ask us to help deliver a message to elected officials or through integrated outreach tools, you authorize us to share the information reasonably needed to complete that request with the intended recipients and supporting delivery providers.

5. AI-Generated and Public-Source Content

Some parts of the service use AI systems or public-source data to generate summaries, structure issues, recommend talking points, or draft messages. Those outputs may be incomplete, outdated, or wrong. You are responsible for reviewing any draft or recommendation before relying on it or sending it.

ModernAction provides informational tools only. It is not legal, lobbying, campaign, or professional advice. For anything important, verify underlying facts with official sources such as legislative websites, public offices, or other primary materials.

6. Acceptable Use

You may not use the service to:

  • Break the law or encourage unlawful conduct
  • Impersonate another person or submit messages without authority
  • Harass, threaten, defame, or abuse others
  • Send spam, deceptive submissions, or abusive automated traffic
  • Scrape, probe, reverse engineer, or bypass service protections
  • Upload malicious code or interfere with service reliability
  • Use the service in a way that creates security, compliance, or operational risk

7. Third-Party Services and Links

The service relies on third-party providers for authentication, analytics, AI processing, legislative or civic data, mapping, hosting, and message delivery. Those providers may have their own terms and privacy rules. When you leave ModernAction or interact directly with a third-party tool or destination, that third party controls its own service.

8. Service Availability and Changes

We may change, add, remove, pause, or limit features at any time for maintenance, security, operational, or legal reasons. We do not guarantee uninterrupted availability, successful message delivery, or permanent availability of any specific workflow, provider, or integration.

9. Suspension or Termination

We may suspend or terminate access to some or all of the service if we reasonably believe a user has violated these Terms, created abuse or security risk, or exposed the platform to legal or operational harm. You may stop using the service at any time.

10. Disclaimers and Limitation of Liability

The service is provided on an "as is" and "as available" basis. To the fullest extent permitted by law, we disclaim warranties of availability, accuracy, merchantability, fitness for a particular purpose, and non-infringement.

To the fullest extent permitted by law, ModernAction will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages arising from or related to your use of the service, including reliance on AI-generated or public-source content, failed message delivery, or service interruptions.

11. Changes to These Terms

We may update these Terms from time to time. When we do, we will post the revised version on this page and update the effective date. Your continued use of the service after the updated Terms take effect means you accept the revised Terms.

12. Contact

For legal, policy, or service questions, use our contact page. If your request is about these Terms, include "Legal Request" in the subject line so it can be routed correctly. You should also review our Privacy Policy and Cookie Policy.
